Euro-Atlantic Integration and Russia after September 11th

Summary

​

Since September 11th, the eventual integration of Russia into the Euro-Atlantic security system has become an objective of prime importance. Failure to find an enduring solution to Russia-West relations would most likely mean rising geopolitical tensions. While the "Atlantic-led system" of institutions is at the core of both the world security system and the world economic system, Russia can claim an essential role in reinforcing the security side of the system. Initially integrating Russia into the Euro-Atlantic security structure could pave the way for economic integration, which could in turn prove to be a crucial factor in reinforcing Russia's capacity to transform itself into a Western-oriented democracy with a market economy.

This conference sought to answer the difficult question whether the integration of Russia into Euro-Atlantic institutions would be feasible, and more importantly if it would be in mutual interests of both Russia and the West. The goal of EAI is to bring together academics researching international integration - especially the Euro-Atlantic area - and practitioners with experience in the field.

More specifically, the conference aimed:

​

1. To foster the development - among government policy advisors and academics - of a body of thought capable of serving the interests of both Russia and the West.

​

2. To lay the foundations for joint educational initiatives between Western and Russian institutions on the theme of Russia's cooperation and potential integration with the Euro-Atlantic world. Agreement on promoting teaching, research, analysis and studies of these issues in Russian universities and institutes, to be coordinated by a mixed Russia-West working group composed of representatives of think tanks and academic institutions - with a commitment to disseminate the results.

3. To go beyond the existing field of European integration studies to develop the field of Euro-Atlantic integration studies in Russia. This will be done by establishing the Russia-West working group as a venue for common work in the future, to continue facilitating public discussion, scholarly work and research in this field.

​

4. To support the work on joint educational initiatives by encouraging qualified Russian graduate students to apply for Frank Fund Grants administered by the Association to Unite the Democracies (AUD). This will help facilitate Russian academic work on assessing the mechanisms for Russia's integration into Western political, security and economic structures, including the examination of internal impediments to this process.
