Mayme and Herb Frank Scholarship Program

The study of international integration and federalism has gained attention throughout the world due to the proliferation of international organizations (NATO, NAFTA, WTO, IMF, World Bank) and the development of the European Union.  Thanks to Herb and Mayme Frank who generously endowed the Frank Educational Fund, the Streit Council today awards scholarships and grants through the Association to Unite the Democracies (AUD). Scholarships grants are awarded to US and foreign students for post-graduate work focusing on federalism in its application to international integration. Since 1991 more than 100 scholarships have been awarded thanks to the Frank Educational Fund.

To be eligible applicants must be enrolled in graduate programs in the fields of international relations, political science or history.

RESEARCH AREAS

The Streit Council fosters research s in the areas of federalism and international integration with particular emphasis on:

·      the growth of international institutions of integration in the extended Euro-Atlantic area, focusing on NATO, the European Union, OECD, and G-8. The history and politics of the institutions.

·      future prospects of the evolving network of trans-Atlantic institutions.

·      the relations of the Euro-Atlantic network to the rest of the international community.

·      theories of regional and inter-democracy integration. Theories of core areas from which integration and democracy can spread to a widening arena.

·      the expansion of the EU and NATO since 1989. Its relation to the idea of an open nucleus

 of world order built around an initial core of long-standing democracies and expanding to newer democracies.

·      the role of Euro-Atlantic integration in promoting democratization in its neighborhood. Ways in which the core group of democracies can work with the international community to foster wider processes of democratization and integration.

·      the influence of integration in the extended Atlantic area on the stability of the global system.

The Streit Council supports the development of an independent conceptual framework and to this end encourages studies exploring how to implement:

·      closer, better-organized cooperation among the experienced democracies as the key to more effective U.S. engagement in world affairs;

·      deeper integration and ever-wider membership for the Euro-Atlantic institutions;

·      steps toward flexible voting processes in inter-democracy institutions (NATO, OECD etc.), as a path beyond veto-ridden procedures; and

·      freedom, security, and peace through union of democracies, and cooperation with all countries whenever feasible.

The Frank Scholarship Fund sponsors studies in the areas described above. Scholarships under Streit Council auspices are provided on an ongoing basis to graduate students.

 APPLICATION PROCESS

Applicants must submitt

1. A concise, yet complete description of the project relating to international integration and federalism and how this will fit with the requirements of the Frank Educational Fund;

2. A brief writing sample;

3. A copy of the Applicant's graduate transcripts, if currently enrolled in a graduate program, or a copy of the applicant's undergraduate transcript if enrolled in a graduate program, that has yet to start.
